Will not format drives

I have tried to format a 120gb hard drive using wbfs 2.2.2 and I always get an error.  I have looked rather extensively through the net to find a solution, and have tried the following:

 

-running wbfs in compatibility mode for xp

-running wbfs as admin, reformatting the drive to ntfs, fat32, or even unallocated, and unformatted before trying wbfs

-tried formatting an 8gb thumb-drive

-tried different usb cable/port

-assigning a different drive letter to the hard drive when reformatting it

 

Before being asked, yes I have been selecting the proper drive letter when using wbfs.   :-)    I really don't know what to do at this point.  Any help would be appreciated.  here is the error text:

I would try to format using usb loader but I don't have a modded wii quite yet as I haven't gotten my sd to usb adapter from ups yet.
